Format
Preliminary Round:
The twelve teams that finished at the bottom of their nation’s qualifying criteria face off in a preliminary knockout round. The matchups are played on a home-and-away basis over two legs, with the winner being the team that scores the most aggregate goals. The six winners advance to the first round.

Group Stage:
The 32 remaining teams are divided into eight groups of four. Teams play home and away within their respective groups. The top two teams from each group advance to the knockout rounds.

Knockout Rounds:
The sixteen remaining teams are seeded in the knockout rounds based on their first round records, with group winners seeded 1 through 8 and group runners-up seeded 9 through 16. The knockout rounds are played on a home-and-away basis over two legs, with the team scoring the most aggregate goals advancing to the subsequent round. Teams are matched up based on seeding, with the higher seeded team having homefield advantage for the second leg. However, if two teams from the same country reach the semifinals, they will be forced to face each other regardless of seeding.
